Clearinghouse (WWC), a central and trusted source of scientific evidence for
what works in education, has released the latest practice guide from the
Institute of Education Sciences, Turning Around Chronically Low-Performing
Schools. This guide identifies practices that can improve the performance of
such schools-a process commonly referred to as creating "turnaround
schools." The four recommendations in this guide work together to help
failing schools make adequate yearly progress. Visit our site and read the
practice guide now: http://ies.ed.gov/ncee/wwc/practiceguides/

May Edition of Education News

May Edition of Education News

The May edition of Education News Parents Can Use will explore how effective
teaching is at the core of America's long-term economic competitiveness;
highlight progressive strategies to recruit, train, and reward effective
teachers; and, feature award-winning educators from across the country who are
dedicated to improving student achievement and ensuring student success in
today's global economy. Educators, policymakers, and practitioners will discuss
key questions such as:

What does "effective
teaching" mean and what is the Department doing to promote it?

What is the link between
     effective teachers and student achievement?

What can we do to overhaul
the recruitment, training, and compensation of teachers, especially those
teaching critical subjects like math and science?

How can we populate
America's high need schools with effective teachers?

What is the Teacher Ambassador
Fellowship Program and how will it contribute to the field?

What questions should
parents ask to ensure their child's teacher is high performing and
     effective in the classroom?

How would key programs and
initiatives-like the Teacher Incentive Fund, student loan forgiveness
programs and the Adjunct Teacher Corps-help to fill teaching shortages in
high-need schools and subject areas critical to America's competitiveness
     and economic viability?

Global Action Week is
fast approaching!

Global Action Week 2008 is fast approaching and will
see the launch of activities to promote universal education.

From 21–27 April, teachers' unions around the world will join together to
campaign for education rights under this year's theme: "Quality Education
to End Exclusion."

If your union or school has not yet planned any activities to mark Global
Action Week, please consider what contribution you could make. Together,
teachers, students and educational activists can send a powerful message to
governments and policy makers worldwide.

EI has already distributed the funds and resources available for 2008 to unions
that registered for Global Action Week. However, if you are short on time and
resources, there are still many simple ways you can make a big impact during
Global Action Week.

Wondering what would work best in your school or community? To get ideas, check
out the Education International's Activity Report on Global Action Week 2007 at
the link below. The report contains summaries of the activities carried out
during Global Action Week 2007 by coalitions of teachers' unions, students and
parents associations, NGOs, local and national government representatives and
education activists.

EI supports its members who are organising events for Global Action Week and
urges all affiliates to become part of this global movement for education
rights. Engage with your local politicians and involve them in the World's
Biggest Lesson on 23 April 2008. You can plan exhibitions, student competitions
and fun walks. Let us know how they went and together we can campaign for
Education for All both during Global Action Week and throughout the year. It is
important to report on your activities to EI so that your contribution will
appear in next year's report.

Global Action Week material can be downloaded from the Global Campaign for
Education website and can be used and/or adapted in your national activities.

To compete in the 21st century global economy, knowledge of and proficiency
in mathematics is critical. Today's high school graduates need to have solid
mathematics skills-whether they are headed for college or the workforce. To
help ensure our nation's future competitiveness and economic viability,
President George W. Bush created the National Mathematics Advisory Panel
(National Math Panel) in April 2006.

The panel was charged with providing recommendations to the President and
U.S. Secretary of Education Margaret Spellings on the best use of
scientifically based research to advance the teaching and learning of
mathematics. Expert panelists, including a number of leading mathematicians,
cognitive psychologists, and educators, reviewed numerous research studies
before preparing a final report containing guidance on how to improve
mathematics achievement for all students in the United States.

The National Math Panel's final report, issued on March 13, 2008, contains
45 findings and recommendations on numerous topics including instructional
practices, materials, professional development, and assessments. Please visit http://www.ed.gov/MathPanel for the
executive summary and full report.

Fellowship to help teachers learn policy and grow as leaders, contribute to national education dialogue

Secretary Spellings today announced the
creation of Teaching Ambassador Fellowship (TAF) positions at the U.S.
Department of Education, which will offer highly motivated, innovative
public school teachers the opportunity to contribute their knowledge
and experience to the national dialogue on public education.

"This is a terrific opportunity for educators to share their voices
directly with policymakers, and I look forward to hearing from them,"
said Secretary Spellings.

The TAF includes two kinds of opportunities for teachers across the
U.S. Up to 20 Classroom Fellows will be chosen who remain at their
local schools under their regular teaching contracts, and will provide
their experience and perspectives to the Department through various
assignments and projects part-time. Up to five Washington Fellows will
become full-time federal employees in Washington, D.C., working on
education programs and participating in policy discussions. Teaching
Ambassador Fellows will be named by early summer for the 2008-09 school
year.

Teaching Ambassador Fellows will be selected based upon their record
of leadership, impact on student achievement and potential for
contribution to the field. Highly qualified K-12 public school teachers
of all subjects who have spent at least three years in the classroom
are eligible to apply. To ensure collaboration at the school and
district levels, teacher applicants must have the full support of their
school principals. Throughout the year fellows will collaborate on
projects that contribute to the field of education and policy at the
national level, and each fellow will be encouraged to work with his or
her principal and with government liaisons throughout the year.

Applications are due by April 7, 2008. Visit http://www.ed.gov/programs/teacherfellowship/ to learn more and apply for the TAF.

Contact: Samara Yudof, Stephanie Babyak
or Jane Glickman
Global Action Week 2008 is almost upon us! In a little
over a month, EI affiliates and national coalitions of the Global Campaign for
Education will highlight the need for universal quality education.

Building on the progress of previous years, many teachers’ unions are
cooperating in national coalitions to better deliver a highly visible and
successful Global Action Week (GAW). It is not too late for the undecided to
join the campaign and make it the most successful week of activism to
date. This year’s advocacy is crucial as 2008 falls midpoint between the
commitments made in 2000 and the target year for completion in 2015. We
strongly encourage latecomers to participate and join their existing national Global Action Week coalitions.

The theme for this year is “Quality Education to End Exclusion.” About 72
million children are excluded from schooling and over 700 million adults are
illiterate worldwide. Some are excluded due to disability or gender, others
because of conflict in their countries, still more because of poverty or child
labour. Whatever the reason, millions are being denied a fundamental human
right - we can no longer passively accept this!

Part of our plan this year is to send as many politicians as possible back to
school, and to involve so many people in teaching them about the need for
quality education that we set a world record for the biggest lesson in history!
Together, we are demanding that world leaders take urgent action to include all
children. Developing countries must agree to implement long term education
plans, and rich countries must support these plans and make much-needed
resources available.

The World’s Biggest Lesson will take place on 23rd April 2008. Let’s make it a
learning experience that children and adults around the world will never
forget! You’ll find everything you need to organise your activities in a
resource pack at: http://www.ei-ie.org/globalactionweek

The National Endowment for the Humanities' (NEH) new Picturing America
initiative provides an innovative way for citizens of all ages to explore the
history and character of America through some of our nation's greatest works of
art. Picturing America is a free resource that can be readily used in every
classroom and public library in the country. Images of people, places, and
events illustrating American history give citizens everywhere a chance to
better understand our country's past and its ideals. From the courage and
leadership portrayed in Emanuel Leutze's Washington Crossing the Delaware to
the power of American democracy illustrated in Norman Rockwell's Freedom of
Speech, these works of art represent enduring American ideals. These
masterpieces open the viewer's eyes to America's rich history and culture,
while also providing an introduction to the broader world of the humanities.

Picturing America is available to all eligible public, private, parochial,
and charter and home school consortia (K-12), as well as public libraries in
the United States and its territories. These organizations will receive a set
of 40 high-quality reproductions (approximately 24" x 36") of great
American art and a teachers resource book.

Detailed instructions for submitting an application may be found on the
Picturing America Web site (http://picturingamerica.neh.gov/).
The online application will be accepted through April 15.

Secretary Spellings has announced the creation of Teaching Ambassador
Fellowship positions for currently practicing, K-12 public school teachers at
the U.S. Department of Education for the 2008-2009 school year. These positions
will offer highly motivated, innovative teachers the opportunity to contribute
their knowledge and experience to the national dialogue on public education.
The Fellowship includes two kinds of opportunities for teachers across the U.S.
Up to 20 Classroom Fellows will remain at their schools under their regular
teaching contracts and will be paid to participate in additional Department
discussions and projects throughout the school year on a part-time basis. Up to
five Washington Fellows will be chosen to become full-time, paid federal
employees in Washington, D.C. for the school year, working on education
programs and participating in policy discussions.

Teaching Ambassador Fellows will be selected based upon their record of
leadership, impact on student achievement, and potential for contribution to
the field. Highly qualified K-12 public school teachers who have spent at least
three years in the classroom are eligible to apply. Teachers must be currently
practicing in and employed by a public school district to be eligible. To
ensure collaboration at the school and district levels, teacher applicants must
have the full support of their school principals.

Global Action Week:
21-27 April 2008
Millions will mobilize
for quality education to end exclusion!

Global Action Week: 21-27 April 2008
Millions will mobilize for quality education to end exclusion

This year EI, in cooperation with the Global Campaign for Education, is
planning the biggest-ever Global Action Week to continue the worldwide effort
to achieve Education For All by 2015. Halfway to the deadline for the EFA
goals, this year’s advocacy is crucial. Activists everywhere are gearing up for
an event-filled week that will make improvements in schools around the
globe.

This year’s theme is “Quality Education to End Exclusion.” About 72 million
children and 700 million adults are excluded from schooling. Some are excluded
due to disability or gender, others because of war and conflict in their
countries, still others because of poverty or child labour. Whatever the
reason, these millions of people are being denied a fundamental human right –
and that’s just plain wrong!

The right to education was enshrined in the Universal Declaration of rights in
1949. Governments have promised that education will be available to all
by 2015. But at current rates of progress, that target will not even be
met by 2115! That’s why we need to accelerate the action on EFA.

Part of our plan is to send as many politicians as possible back to school, and
to involve so many people in teaching them about the need for quality education
that we set a world record for the biggest lesson in history! Together we’re
demanding that world leaders take urgent action to get everyone into school.
Poor countries must agree to implement long term education plans, and rich
countries must support these plans and make the much-needed resources
available.

Significant progress has been made since 2000, but much remains to be done:

In 2005 as many as 94 countries missed one of the Millennium Development Goals
– getting an equal number of boys and girls into primary and secondary school.

In
order to reach the goal of universal primary education by 2015, all
children need to have started school by 2009. That means enrolling 73
million children in the next year!

18
million more teachers are needed if every child is to get a quality
     education.

To
get every child into school will cost $9 billion a year. For children and
adults to get the quality education that has been promised to them will
     cost $16 billion a year.

If
all G7 countries (Canada, France, Germany, Italy, Japan, UK & US)
actually gave the $5 billion aid they have promised, it would enable 60
million children to go to school. (That $5 billion is equivalent to
European nations’ spending on farming subsidies or the cost of four US
     Stealth Bomber planes.)

The World’s Biggest Lesson will be taught on 23rd April 2008. Let’s make it a
learning experience that children and adults around the world over will never
forget! You’ll find everything you need to organise your activities in a
